Haryana MSME Solar Subsidy 2026

Under the Haryana Progressive MSME & Export Promotion Policy 2026, manufacturing MSMEs can claim a 30% capital investment subsidy on a net-metered solar rooftop — up to ₹25 lakh or ₹35 lakh depending on the area category of the unit.

The Scheme

A 30% capital subsidy for factory rooftops

Clause 4.5.3 of the Haryana Progressive MSME & Export Promotion Policy 2026 provides a one-time capital investment subsidy to manufacturing micro, small and medium enterprises that install a solar rooftop plant with net metering. The subsidy is calculated on the eligible capital investment and is capped according to the area category of the unit.

30% of eligible capital investment
₹25 lakh to ₹35 lakh ceiling
New & existing manufacturing MSMEs
Net metering is mandatory
Subsidy at a Glance

How much subsidy, and on what basis

The rate is the same 30% everywhere — it is the ceiling that changes with the area category of your factory. The subsidy is a one-time capital investment subsidy per unit during the policy period.

Core & Intermediate Area

30% subsidy, up to ₹25.00 lakh

For units inside municipal limits, and for allotted plots in an HSIIDC industrial estate or a licensed private industrial park.

Sub-Prime & Prime / Focus Area

30% subsidy, up to ₹35.00 lakh

For land outside the controlled area, conforming industrial zones in a notified development plan, vacant industrial plots and notified Industrial Investment Promotion Zones.

Source: Haryana Progressive MSME & Export Promotion Policy 2026 — Clause 4.5.3 (solar rooftop support) and Clause 13(m) (area categorisation), notified vide Haryana Government Gazette (Extraordinary) No. 114-2026/Ext. dated 29 July 2026. The policy is operative for five years from the date of notification.
Area Category

Your area category decides the ceiling

The category is decided plot by plot — not by district — so the same district can contain all four categories. The test, as notified:

  • Prime / Focus Area

Any area inside an Industrial Investment Promotion Zone notified by the Department of Industries & Commerce. Highest ceiling — ₹35 lakh.

  • Sub-Prime Area

Conforming industrial zones in a notified development plan, vacant or unallotted plots in an HSIIDC industrial estate or a licensed private industrial park, and land outside the controlled area limits. Ceiling — ₹35 lakh.

  • Intermediate Area

Allotted plots in an HSIIDC industrial estate or a licensed private industrial park, and the area between the municipal limits and the controlled area limits. Ceiling — ₹25 lakh.

  • Core Area

Any area inside the notified municipal limits of a city or town, other than the three categories above. Ceiling — ₹25 lakh.

The category of a specific plot is confirmed by the District MSME Centre (DIC). We help you get it in writing before you invest.

Who Can Claim

Eligibility for this subsidy

  • A manufacturing enterprise

The unit must be a manufacturing micro, small or medium enterprise with a valid Udyam registration. Service and trading units are not covered by Clause 4.5.3.

  • New or existing unit

Both new and existing manufacturing MSMEs are eligible — the plant can be on owned or leased premises.

  • Net metering on the unit's own rooftop

The installation must be net-metered with your distribution licensee (DHBVN / UHBVN). We handle the application and liaison.

  • One-time, and not in duplicate

The subsidy is available once per unit during the policy period. The same component cannot be claimed again under a similar scheme of the State Government.

Making solar panels? That is a thrust sector

Renewable Energy, Circular Economy and Green Industry — including solar cell and solar panel manufacturing — is a notified thrust sector (Clause 13(n)). Such units can claim the capital investment subsidy under Clause 4.1.1:

15–30%
Capital investment subsidy
15% in Core areas rising to 30% in Prime/Focus areas
₹4 crore
Maximum admissible
ceiling of ₹2.00 crore in Core areas up to ₹4.00 crore in Prime/Focus areas

Collateral-free lending
renewables and bio-energy are a priority sector under the Haryana Sectoral Credit Guarantee Fund
Please note: for the thrust-sector capital investment subsidy, land, captive renewable energy plants and zero liquid discharge equipment are excluded from the eligible capital expenditure — they can, however, be claimed under the other schemes of the policy, such as the solar rooftop subsidy above.
Documents

Papers we prepare and keep ready for you

A subsidy claim is a documentation exercise. These are the papers we assemble for the file:

  • Enterprise papers

Udyam registration, GST certificate, PAN, factory licence or CTE / CTO, and the land or lease documents of the unit.

  • Net metering papers

Sanctioned-load electricity bill, net metering / connectivity sanction letter from the licensee, and the joint meter reading report.

  • Plant documents

Vendor quotation with bill of materials, module and inverter datasheets with BIS / IEC certificates, Electrical Inspector approval, commissioning report and photographs.

  • Investment proof

Tax invoices and payment proof of every capital item claimed, with a Chartered Accountant's certificate of the capital expenditure incurred.

  • Department papers

The area-category confirmation for the plot from the District MSME Centre, and a declaration that no subsidy has been claimed for the same component under any other scheme.
